World Bank Approves $46.65m for Nigerian Aviation Safety and Security

The aviation industry in Nigeria has again gained another international economic recognition following the approval of $46.65 million International Development Association (IDA) credit for the country by the World Bank under the West and Central Africa Air Transport Safety and Security project, said the Director-General of the Nigerian Civil Aviation Authority (NCAA), Dr. Harold Demuren to journalist last week.
The credit was given following the position of the World Bank task team leader of the project, Pierre Pozzo di Borgo, who said Nigeria, like in the rest of the West/Central Africa, Civil Aviation Authorities (CAA) are the guardians of aviation safety and security without which the aviation sector could not achieve sustainable growth.
Di Borgo said that, “by joining the West and Central Africa Air Transport Safety and Security programme, Nigeria is re-affirming its commitment to grant its Civil Aviation Authorities with the necessary administrative and financial autonomy to fulfill its regulatory and oversight role in a rapidly expanding sector of its economy.” He disclosed this during a courtesy call on the Minister of State 1 (Air Transport) Mr. Felix Hyat in Abuja last week.
While saying that another $15million has been approved for Economic Reforms and Governance Project (ERGP) in Nigeria , Di Borgo listed the benefiting agencies to include Federal Airports Authority of Nigeria (FAAN) and the Nigerian Civil Aviation Authority (NCAA).
Others include the Nigerian Airspace Management Agency (NAMA) and the Nigerian College of Aviation Technology (NCAT).
Di Borgo explained that the project was being executed in West and Central Africa, adding, “We are delighted that Nigeria has decided to join the project and by so doing has sent a strong message not only to Nigerians but the rest of Africa.”
The West and Central Africa Air Transport Safety and Security programme will improve the NCAA’s compliance with the International Civil Aviation Organisation’s (ICAO) safety and security standards as well as enhance Nigeria’s main international airports’ compliance with ICAO’s security standards.
Nigeria is participating actively in the D-8 Civil Aviation Cooperation. Represented by its Director-General of the Nigerian Civil Aviation Authority (NCAA), Dr. Harold Demuren, it has attented and involved intensely with various programs, such as the two meetings of Working Group on Civil Aviation Cooperation, in Turkey (June 2007) and Iran (September 2007). D-8 Organisation is scheduled to have another working group meeting in early 2008 in Istanbul to discuss new coooperation programs.
